The questions
• If the capacity of the groundfish fleet must be changed to match the sustainable capacity of the fishery itself, what will a balanced and sustainable fleet look like?
• What mix of boats and gear types will work in the inshore and offshore areas of the fishery?
• What communities will retain their ports, critical infrastructure, and working waterfronts?
• If you knew that between 1986 and 2003 an average of 432 vessels accounted for 90 percent of groundfish landings, would the questions you ask yourself be different?
• How will the fleet restructuring occur? And,
• What is the role of local, state, regional, and federal organizations in creating a sustainable fleet?
Time line
• March 2005 questionnaires Stakeholders will be asked to fill out questionnaires describing their vision of the fleet. Forms will be available online at <www.fleetvision.org> or by calling (207) 284-1905. Project leaders also will distribute questionnaires through industry associations and at popular public meeting spots like auction houses.
• June 2005 regional meetings Project organizers will hold a dozen regional meetings to develop “consensus goals” for an overall fleet vision. Meetings are tentatively scheduled for the ports of: Stonington, ME; Portland, ME; Portsmouth, NH; Gloucester, MA; Chatham, MA; New Bedford, MA; Scituate, MA; Point Judith, RI; Long Island, NY; Stonington, CT; Cape May, NJ; and a port in the Virginia/North Carolina area.
• October 2005 workshop Representatives from each of the June regional meetings will gather to synthesize regional goals into a comprehensive, consensus vision “of where the groundfish fleet sees itself in the future.” Participants will outline action steps to achieve the vision.
• October 2005 through September 2006 or later Project leaders will continue working with participants and appropriate agencies to begin implementing the vision.
